Reconcile THIS, ya bastards!

Apparently its now in vogue with Team Bush to speak out of both sides of his mouth so blatantly that it gives even the most casual listener a bad case of whiplash.

How is it that Bush manages to say that the US doesn't torture, but in the SAME EXACT SPEECH supports Cheney's efforts to modify or block the Senate bill banning torture?

If the Bush Administration doesn't torture...why do we need to allow the CIA a torture exemption?
